At 5:21pm ET on a Friday, an export-control letter from Commerce Secretary Howard Lutnick landed in Dario Amodei’s inbox, and by the end of the weekend Anthropic had pulled its two most capable models, Fable 5 and Mythos 5, offline for every user on earth. Nine days later, they’re still dark.

The directive treats the models as controlled technology. Distribution to any foreign national, including non-citizen Anthropic employees inside the United States, now requires individually validated licenses for export, re-export, or domestic transfer. Rather than route around this, the company killed access entirely. Claude Opus 4.8 and the rest of the lineup remain live.

The trigger was twofold. Amazon researchers documented a jailbreak on Fable 5, and CEO Andy Jassy raised it on a scheduled White House call, pulling Treasury into the room. Around the same time, the administration noticed that Anthropic’s Mythos priority-access list, 111 organizations initially, with roughly 50 added later, included a South Korean telecom suspected by some officials of China links. TechCrunch identifies it as SK Telecom. SK Telecom denies any China connection.

That second discovery did the real damage. Anthropic characterizes the jailbreak as narrow, already-known, and reproducible on competitor models. The letter itself didn’t specify a national security concern. What it specified was that the White House no longer trusted the company to decide who got the technology.

The structural picture is the strange part. Anthropic is on a Pentagon blacklist as too dangerous for government use and simultaneously under a Commerce export regime as too dangerous for foreign use, all while hundreds of millions of users sit locked out of products that worked fine last month. The company confidentially filed for a public listing earlier in June.

“simply cartoonish,” Dean Ball, an AI policy expert who briefly served in the Trump administration, told the Washington Post, noting that the same administration ships advanced chips to China. An unnamed Anthropic official says the lockdown could lift in weeks, once the government’s national security apparatus is “hardened.”

The precedent now exists. A cabinet secretary, on a Friday afternoon, can switch off a frontier model for the planet.
