On June 14, OpenAI announced a $150 million Partner Network with the stated goal of certifying 300,000 consultants by the end of 2026, and in doing so conceded something the industry has been dancing around for a year. In OpenAI’s own words, “the limiting factor for seeing value from AI in the enterprise is no longer model capabilities.” The frontier has moved behind the firewall, into change management.
The program goes live in July with three tiers (Select, Advanced, Elite), with progression keyed to sales performance, technical capability, co-selling engagements, and deployment experience. Launch firms are exactly the names you’d guess: Accenture, Bain, BCG, McKinsey, PwC. It’s the first major commercial move OpenAI has made since restructuring its exclusive arrangement with Microsoft less than two months earlier, an unwind that freed it to court enterprise clients outside the Azure channel directly.
The competitive picture explains the urgency. Anthropic’s Claude Partner Network launched in March 2026 with $100 million behind it, and before OpenAI’s program had even gone live had already pulled in more than 40,000 company applicants and certified over 10,000 consultants. OpenAI is outspending and out-targeting, but it’s also playing catch-up to a structure Anthropic priced first.
The Ramp data published in June clarifies what everyone is fighting over. The top 1% of US firms by AI adoption now spend $7,500 per employee per month on AI tools and compute, with that figure growing 14.1% in a single month. The median US firm spends $11.38. That’s a 680x gap, and it isn’t really a gap in capability or pricing. It’s a gap in implementation.
Three hundred thousand certified consultants is one of the largest credentialing pushes in enterprise-software history, and it’s aimed squarely at the high end. The mid-market, the firms anchored near that $11 median, won’t be calling McKinsey. They’re the natural home for lighter, no-code agentic platforms like LemonLime, which pitches itself as a “company brain” that gets non-technical teams to working AI on day one. The frontier model wars are over. The deployment wars just started.
