OpenAI switches ChatGPT Ads on across 31 European markets tomorrow, Aug. 24, the largest single expansion of an ad business that’s only six months old. Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, Austria, Poland and Ireland are all in the launch cohort. It’s the biggest intent-based ad surface to appear since TikTok began selling search placements, and the one most likely to matter for a founder who’s never bought a media plan in her life.

The pitch, from OpenAI enterprise CMO Colin Fleming on an Adweek briefing call, is scale plus commercial mix: ChatGPT now has one billion weekly active users, “with 20% showing commercial intent.” Fleming called Monday’s rollout a “material expansion” and said OpenAI’s ad revenue has grown more than 25% since the start of August. Ads appear on the Free and Go plans; Plus, Pro and Enterprise remain ad-free.

Day one in Europe isn’t self-serve. Advertisers route through the OpenAI Ads Solutions team, agency partners, and technology partners; Publicis, Omnicom, WPP, Havas, Dentsu and MediaPlus are the named agencies, per Digiday’s Krystal Scanlon. Self-service via Ads Manager is expected later this summer. The U.S. self-serve pilot opened in spring with a $50,000 minimum that has since been dropped, so the small-business ramp will likely mirror that arc.

Victor Batista of Jellyfish told Digiday the platform is “very much unproven” and building fast. Both things are true, and both matter to a small operator deciding whether to allocate a test budget.

The strategic frame is worth stating plainly. OpenAI’s aggressive model cadence and the compute-rationing pressures reshaping Big AI economics both point the same direction: ads subsidize free access and support the revenue math investors keep asking about. For a founder-led business, that means ChatGPT Ads is going to get pushed hard, and placement inside a natural-language comparison is a genuinely new intent signal, not a rebranded keyword auction.

Whether it belongs in your mix is a different question than whether it exists. An owner deciding among ChatGPT Ads, existing channels, and missed opportunities still needs to compare buyer intent, offer fit, measurement readiness, and the cost of reaching the same audience elsewhere.
