OpenAI turns on ChatGPT Ads across 31 European countries today, six months after the U.S. pilot began in February and roughly a quarter after Cannes, where Dave Dugan, OpenAI’s ads chief, was already quoting 900 million weekly active users and about 20% of queries carrying direct commercial intent. TechRepublic now puts the WAU figure at one billion. The macro pitch hasn’t changed since spring: a very large audience, narrating its purchases in sentences instead of keywords.

The launch mechanics tell a different story than the pitch. Access is agency-gated, and OpenAI has named exactly six holding groups with it at go-live: Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus. Free and Go users see ads; Plus, Pro, and Enterprise remain ad-free. There’s no self-serve Ads Manager in Europe yet. The U.S. self-serve tool that launched in spring at a $50,000 minimum spend, since dropped, isn’t crossing the Atlantic on day one.

GDPR does the rest of the shaping. Targeting at launch is contextual only, drawn from signals inside the conversation itself. OpenAI’s own framing describes users who “explain what they want to accomplish, what matters to them, and the constraints they face,” which is a polite way of saying the ad unit reads the room rather than the cookie.

For a 10- to 30-person business selling into these markets, the practical read is the near-term read for European small-business buyers: watch, don’t spend. The agency wall makes participation impractical until self-serve opens. The preparation window, though, is real. Briefs written for this inventory need to answer stated goals rather than match keyword variants, and the categories where context alone carries the decision (software, travel, home goods) are the ones worth modeling first.

Whether any of this converts is the open question. “This [ChatGPT ads platform] is [still] very much unproven. This is very new, and they are building at a very fast pace,” Victor Batista, senior director of paid media at Jellyfish, told Digiday. Six months in, the largest AI ad business in the world is still, by its own agency partners’ account, a hypothesis with a very large sample size attached.
